I'd be very, very surprised if that were the case. With no heroics it just doesn't seem to fit in with that difficulty of content.

I was told Tower of Rot, that it dropped from trash. I spent about 4 hours yesterday killing there and could not confirm yet. I will keep at it.

I would guess this is one of the new hot zone augs. Based on the stats, I'd assume it was one of the higher level ones. If you find out, let me know and I'll update the drop data for it.
